You have incorrectly identified the problem. You hit upon both the problem and the solution below. The problem is not a pirate over-population. Even in the wild, there are only as many predators as the system will support. If you really want to know what the problem is (if you want to call it a problem), it is the lack of players forming up and organizing their activities and then complaining about the rewards they reap. Remember this phrase: Proper Planning Prevents **** Poor Results.
The pirate problem is not something which needs to be fixed in the mechanics of the game. Your are in a virtual universe. Fix any perceived problems within that universe. If you do not like the way things are, change those things within the game: Form committees, form anti-pirate goon squads, plan group activities well, et cetera.
Anyway, you kind of hit upon that, for which I congratulate you. Your identification of what the problem is, is the only thing with which I had a problem :-)
